Where it is cost-effective and feasible, the Three Affiliated Tribes request that this MR&I system be allowed to be sited under a secondary easement inside the BIA approved rights-of-way system without the consent or permission of the land owners. 2. The Three Affiliated Tribes will waive compensation associated with acquiring right-of-way on Tribal trust lands for the Phase I GDU MR&I system, 3. The Three Affiliated Tribes request that individual Indian land owners be allowed to waive compensation for right-of-way because these individuals are individually receiving a safe, potable water supply and/or are accommodating a similar level of benefits for other Tribal residents. 4. The Three Affiliated Tribes request that non-Indian fee patent land owners be given the opportunity to hook up to the Phase 1 GDU system (under conditions imposed by USBR) if they grant right-of-way to the project at no cost. This Pre-Travel Form number (trip number) must be given to the travel agent when the reservation is being made. A Class II allocation shall be available for those individuals who own between sixty percent (60%) and twenty percent (20%) of the livestock to be grazed on the Range Unit. Attorneys licensed to practice law in any State may obtain a license to practice in the Courts of the Three Affiliated Tribes 2. The license fee for attorneys practicing in the Courts of the Three Affiliated Tribes shall be One Hundred Fifty Dollars ($150.00) per year. 3. The License fee application along with payment of the One Hundred Fifty Dollars ($150.00), shall be due the 1st day of January 1990, and each subsequent year thereafter. 4. Upon request by an attorney for an application form, the Court shall forthwith transmit said application to the Attorney, which shall so Inform the attorney of the yearly fees and of when said yearly fees are due and payable to the Fort Berthold District Court. 5.
