  Jude Randall Phelan Sr. was born on July 7, 1964 to the late Alonzo Young Bear Phelan and Adele Fredericks Phelan. His
maternal grandparents are the late Walter Young Bear and Pearl Burr Young Bear, his paternal grandparents are the late
Charles Fredericks and Emma Snow. Randy is the youngest of his siblings, Alonzo Jr., Gary, Terry, Ambrose and LouAnn.
Randy and his sister LouAnn are the only ones living today. His given name is (Maaishu-Shibisha) Black Eagle which was given
to him by Paul Rosario. He belongs to the Midibadi Clan (Water Buster) and is a child of the Me’ci Noga (Flint Knife Clan).

Randy Phelan Biography
Jude Randall Phelan Sr. was born on July 7, 1964 to the late Alonzo Young Bear Phelan and Adele Fredericks Phelan. His maternal grandparents are the
late Walter Young Bear and Pearl Burr Young Bear, his paternal grandparents are the late Charles Fredericks and Emma Snow. Randy is the youngest of
his siblings, Alonzo Jr., Gary, Terry, Ambrose and LouAnn. Randy and his sister LouAnn are the only ones living today. His given name is (Maaishu-Shibisha) Black Eagle which was given to him by Paul Rosario. He belongs to the Midibadi Clan (Water Buster) and is a child of the Me’ci Noga (Flint Knife Clan).

He was raised with Hidatsa being his first language, the Hidatsa language was the only language his parents and grandparents spoke in their home.  At the tender age of four Randy began singing with his dad and his grandpa’s and uncles, and still sings today. He has his own drum group (White Lodge) where
he travels throughout Indian country to many celebrations. Randy has been called upon to sing at many events on and off the Reservation. He recently was asked to sing in Medora when one of our tribal members was inducted into the Cowboy Hall of Fame. He was also asked to sing at the National Cowboy Hall of Fame in Oklahoma City, Oklahoma.  These are just a few of the many events that he was asked and honored to bring his drum group White Lodge in and sing.

Randy lives a quiet cowboy lifestyle out east of Mandaree out in the country on a ranch with his wife and family. Their home is always open to their children
and their grandchildren. Randy enjoys being a father and grandfather and being there for his family and his relatives. He also enjoys taking care of his
horses. If you know him as a relative then you know him to recognize his relatives by calling them by the relationship they are to him, for example; ma-shawi (aunt),  mah’guu meaning grandma, or Ma’ruudaaka my grandfather. That is how he addresses his relatives on a daily basis. Randy is a very humble and reverent man who has reflected his teaching and knowledge onto his children. He instilled in them our traditions and our cultural Hidatsa ways of life, which
he treasures very much and holds his traditions of our Hidatsa ways of life to the highest esteem.

Randy was raised with our Hidatsa language and is fluent in Hidatsa. He taught at the Mandaree School as a Hidatsa Language Instructor for six years. He
has proven his skills as being a leader among his people when he served on the Tribal Business Council in 2000 to 2004 as the West Segment Tribal Council Representative.  He was later the Director for the TAT Tourism for the past two years. Randy graduated from Mandaree High School in 1982 and from the
Fort Berthold Community College in 1997.  He’s been married to the love of his life for the past 33 years her name is Jessica Rogers Phelan, an enrolled member of the Three Affiliated Tribes, together they have seven grown children; Adele, Maranda, Martha, Brandy, Jude Jr, Alona and Tony. They are the grandparents of 18 grandchildren; Jude, Jesslynn, Colter, Cash, Wilson, Cherish, Kasen, Aiyona, Korday, Brighton, Gabe, Pearl, Alonzo, Pruedence, Reginia, Eloise and Radeigh.

Today Randy serves as our West Segment Representative on the Three Affiliated Tribes Business Council located on the Fort Berthold Reservation. The
Tribal headquarters is located in New Town, North Dakota.  As a leader,  Randy has only moved onward in a positive direction accomplishing a lot in a short amount of time that he’s been in office. One of his greatest early achievements while being our Tribal Business Council Representative, Randy was able to obtain sixty homes for our community; these homes will be available for our west segment enrolled community members by September of this year.
Randy is especially proud of his heritage which reflects from his teachings and the knowledge passed down and gained from his parents and his grandparents.  His parents and grandparents raised their children with the Hidatsa culture, traditions and our language.  Randy is a kind hearted and respectful man who
was raised with high ethics of our morals and values, which he practices on a daily basis with his family and his relatives. As a leader, he believes in helping everybody in our community, the doors of his office and his home are always open.
